For cost development, project-specific regional conditions may be considered using available supplier quotations, client labor rates, prevailing-wage requirements, taxes, freight, project location, bid requirements, and other applicable information.

    Local code requirements, amendments, permitting requirements, labor conditions, and other jurisdiction-specific information should be identified in the project documents or provided by the client when they affect the estimate.
